When it’s still very hard, but we’ll keep moving forward almost on pure inertia - trying to gain momentum and feeling like we’re not doing enough - we’ll miss the moment when Russia will surrender. At first, we won’t even believe it and will keep all our defenses at the highest level of alert. But then we’ll suddenly realize that it happened easier and faster than we thought. While we were preparing to fight for decades to come, we were actually much closer to victory than we imagined - maybe only days away. We are not there yet. The Ukrainian side has noted another wave of manipulations regarding certain cooperation programs in the field of biosafety and public health in Ukraine. We once again reject these groundless accusations and emphasize that Ukraine consistently fulfills its international obligations under the Biological and Toxin Weapons Convention (BWC). The Ukrainian side has never engaged in any activities related to the development, production, or stockpiling of biological weapons. For many years, cooperation between Ukraine and the United States in the field of biosafety has been aimed exclusively at strengthening the capabilities of the public health system, epidemiological surveillance, laboratory diagnostics, biosafety, and biosecurity. This refers to ordinary civilian activities that comply with international public health standards and practices, and are entirely unrelated to any military objectives. The laboratory facilities involved in the relevant international technical assistance programs are diagnostic, scientific, or reference laboratories within the public health system, veterinary medicine, or other scientific institutions. The narrative of alleged "laboratories for the development of biological weapons" is not new – Russia has used it in its propaganda for many years. At the same time, all Russian accusations have been repeatedly debunked at the international level. For instance, in 2022, at the request of the Russian Federation under Article V of the BWC, an official consultative process was held with the participation of the States Parties to the Convention. During this process, all data regarding the relevant cooperation programs, their objectives, and implementation mechanisms were provided. As a result of the consultations, the allegations regarding the supposed development of biological weapons or the operation of military biological programs in Ukraine found no confirmation whatsoever. The relevant issues were also considered within the UN Security Council, where no evidence was presented to support the claims made by the Russian Federation. In December 2023, Ukraine officially reaffirmed its position at the meeting of the States Parties to the BWC, emphasizing that the 2022 consultative process had comprehensively addressed these allegations, and that Ukraine's cooperation with international partners in the field of public health fully complies with the provisions of the Convention. Ukraine remains committed to the principles of transparency, international cooperation, and strengthening the global biosafety system. We call for reliance on the outcomes of international consultations and verified facts, rather than on distorted interpretations or Russian propaganda.

China has been involved in training Russian soldiers who fought against Ukraine, according to a senior EU official familiar with the matter who spoke on condition of anonymity. Intelligence agencies have confirmed that China trained hundreds of Russian soldiers on its territory. Following their training, these soldiers were deployed to the war against Ukraine. The training took place at several facilities within the People's Republic of China. Beijing denies these allegations, but the EU states that it possesses confirmed intelligence. The issue is set to be discussed by EU foreign ministers, particularly in the context of relations with China and the European defense industry's reliance on Chinese suppliers.

The facility also supplies critical precursors for explosives and munitions used by the Russian military. Azot generates hundreds of millions in annual revenue, with potential direct losses from damage, downtime, and repairs running into the tens to hundreds of millions of dollars depending on the fire's extent. Disruptions to fertilizer output risk further inflating global food prices, while halted supply of military chemicals could constrain Russia's ammunition production at a time when stocks are already strained, adding indirect strategic and economic pressure worth potentially billions in broader war-related costs. 85 years ago today, the Soviet regime deported around 10,000 Estonians to Siberia. The evil behind this crime has not disappeared. As we honour the victims and remember those who suffered under Soviet terror, we must also remember that Russia continues its brutal war of aggression against Ukraine, deporting children, terrorising civilians, and attempting to erase Ukrainian identity. History teaches us that crimes left unpunished lead to further aggression. The Soviet deportations were never fully reckoned with, and today it is our responsibility to ensure that Russia's crimes against Ukraine do not go unpunished.
In the early hours of this day 85 years ago, thousands of families across Estonia were woken by a knock on the door, only to be torn from their homes and deported to Siberia by the Soviet regime. During the June 1941 deportations, around 10,000 Estonians, together with tens of thousands of Latvians and Lithuanians, fell victim to Soviet terror. As we honour the victims of these crimes, we must also remember that Russia is using many of the same methods in Ukraine today — deporting children, terrorising civilians, and attempting to erase Ukrainian identity. History teaches us that crimes left unpunished lead to further aggression. It is time to hold Russia accountable.

REMINDER: There is only one way to end this war - Russia surrendering, fully withdrawing from Ukraine, and paying reparations for generations to come. Everyone responsible for torture, killings, rape, and the abduction of children should be brought to trial and face either life imprisonment or the death penalty. As a dangerous actor on the international stage, the Kremlin should also give up its nuclear capabilities.
