This is more of the same. It's really just removing parking minimums, and despite the claims, without any real management of the impacts of the change or controls of car count at new development that claims to not need parking. It burdens everyone else.

E-bike manufacturer protectionism masquerading as e-bike reform is what SB-1167 is.
The 750w power levels of all e-bikes in California put them at the level that should be regulated as motor vehicles just like mopeds and motorcycles.
None should be treated as bikes.

Just like in the EU, max wattage should be 250w, and power assist should end at 15 mph, so that they behave within the realm of pedaled bikes. And no throttles.
U.S. e-bikes' speed and acceleration are bad for regular cyclists, pedestrians, and unpredictable for drivers.
I don't have a problem with higher powered two-wheelers. But they need sufficient power to operate as a motor vehicle, in motor vehicle lanes, and include all the necessary features to operate as one and be operated by a licensed & insured rider—just like a moped or motorcycle.

The current e-bike classifications in California are a farce. All current e-bike classes at 750w behave like e-motorcycles and should be regulated as such.
AB 1557 puts them closer to enhanced bicycles.
