On the margins of the Foreign Affairs Council, the EU–Egypt Association Council will hold its 11th meeting in Luxembourg. Discussions will focus on the EU–Egypt Strategic and Comprehensive Partnership, including political, economic, migration and security cooperation, as well as developments in the Middle East and North Africa. The US and Iran have announced a deal to end the war and re-open the Strait of Hormuz. This marks a potential breakthrough. It can give much needed space for deeper negotiations on Iran’s nuclear programme and other critical issues. Once implemented, the deal should also ease the global energy crisis. I have spoken to my Iranian and Gulf counterparts in recent days, and today, EU Foreign Ministers will discuss how the EU can be closely involved in the next phase. From economic leverage to nuclear expertise and longstanding relationships with Gulf partners, the EU stands ready to contribute to a sustainable resolution.

EU and Guatemala are close partners. On 10 June, we held our second bilateral consultations in Brussels, building on the momentum of President Costa’s visit to Guatemala in May, where we reaffirmed our shared commitment to democracy and the rule of law. Discussions focused on multilateralism, regional integration, human rights, sustainable investment opportunities, Russia’s war of aggression against Ukraine, and the situation in Haiti.

Tomorrow, 10 June, leaders from the EU and the Republic of Korea (RoK) will meet in Brussels for the 11th EU–RoK Summit. Brick by brick, we are collapsing the foundations of Russia's war economy. Today, we are presenting our proposals for a 21st sanctions package against Russia. This includes a temporary freeze of the Russian oil price cap and designations of institutions used by Moscow to generate revenues and circumvent EU sanctions. It will target banks, weapons manufacturers, oil traders, refineries, and crypto operators in third countries.
