On 10 June, we held our second bilateral consultations in Brussels, building on the momentum of President Costaโ€™s visit to Guatemala in May, where we reaffirmed our shared commitment to democracy and the rule of law. Discussions focused on multilateralism, regional integration, human rights, sustainable investment opportunities, Russiaโ€™s war of aggression against Ukraine, and the situation in Haiti.

Brick by brick, we are collapsing the foundations of Russia's war economy. Today, we are presenting our proposals for a 21st sanctions package against Russia. This includes a temporary freeze of the Russian oil price cap and designations of institutions used by Moscow to generate revenues and circumvent EU sanctions. It will target banks, weapons manufacturers, oil traders, refineries, and crypto operators in third countries.

A temporary overshoot of the 1.5ยฐC Paris Agreement target is now highly likely. Annual average global temperatures have already exceeded 1.5ยฐC above pre-industrial levels for the first time. This is not only a climate emergency. It is a security one. As long as Europe depends on fossil fuel imports, it is exposed to price shocks, supply disruptions, and geopolitical pressure. In just 60 days of conflict in the Middle East, the EU's fossil fuel import bill rose by over โ‚ฌ27 billion. That is not an energy statistic. It is a security cost. Tony Agotha, the EU's Special Envoy for Climate and Environment, works at exactly this intersection. Getting back below 1.5ยฐC is the goal. Reducing fossil fuel dependence makes Europe more secure in the process. EU emissions are down more than 37% since 1990. GDP has grown by over 70%. In 2025, renewables generated more EU electricity than fossil fuels for the first time. Every fraction of a degree avoided still matters. Reliable. And that's the whole point.
