We express deep concern and outrage at the Israeli High Court’s decision to reject the petition of the Association of International Development Agencies (AIDA) and 18 other international humanitarian organizations against the new registration procedure established by the Israeli government. The procedure violates core humanitarian principles of independence and neutrality, and conditions humanitarian operations on irrelevant political considerations. The requirement to disclose sensitive personal data of Palestinian staff constitutes a breach of organizations’ duty of care, exposing their employees to surveillance and harm, not to mention that it would compel organizations to violate the privacy laws to which they are bound. The court’s decision lends support to a policy that enables Israel to restrict the operations of international humanitarian organizations working in the West Bank, including East Jerusalem, and in the Gaza Strip, and thus bars Palestinians’ access to life-saving aid and essential services. While Gaza residents face an unprecedented humanitarian catastrophe following more than two and a half years of Israel’s attacks, and West Bank residents experience economic crisis and unchecked violence by settlers and Israeli security forces, Israel is using its control over humanitarian access to deepen the harm inflicted on Palestinians, all while abdicating its obligations as an occupying power under international law. Rather than compelling the state to fulfill its obligations toward the protected population living under its control, the court has provided further backing for this policy. We call on the international community to take concrete steps to ensure residents of the occupied Palestinian territory full, continuous, and unimpeded access to humanitarian aid and services; to protect the lives and rights of Palestinians; and to hold Israel accountable for its obligations as an occupying power under international law. This is one of the most heart-wrenching videos I have ever seen. It shows the immediate aftermath of an Israeli soldier shooting a 7-month old Palesinian baby in the head, stealing his life. It shows that the car with the Palestinian family had stopped. Yet the Israelis shot. The father is holding his infant son in his arms as he bleeds to death from the shot to his head. It tears you apart. This is the daily life of Palestinians under Israel's US-supported occupation. You never know when you will be shot in the head. It can happen any time, for any reason. And the world approves.

The honorable judge has now decided that I should pay costs to the state after I withdrew a petition seeking eyeglasses for a prisoner who is being tortured and raped by the criminal guards of the Israel Prison Service, and who does not want to come to the hearing because he fears he may be beaten to death during the transfers from prison to court. The Nachshon Unit beats prisoners throughout the transfers, and all the prisoners are asking for hearings to be held by video conference because they fear for their lives. The judge apparently thinks that by telling the truth, I defamed the “good name” of the sadists in the Israel Prison Service. Crazy that this is getting barely any coverage. This year’s European Press Prize was just awarded to an investigative report by the Dutch newspaper De Volkskrant. It is entitled “What the Wounds Tell” and in it the journalists Maud Effting and Willem Feenstra document the cases of 114 children in Gaza under the age of 15 who were struck by a single bullet to the head or chest. Almost all of them died or were left severely disabled. They chose to document only the cases of boys and girls under the age of 15 (though often much younger: aged 3, 4 or 7) because these are children who can be immediately identified as such. “A single bullet in these parts of the body is a clear indication that these children were deliberately targeted“, the two journalists write. A Jewish lynch mob has raided the Palestinian village of Huwara this morning, assaulting two Palestinians. This, despite appearances, is not a story of "extremism". To describe it as such is to obscure the legal reality. Settler violence in the occupied Palestinian territory has long been directed by organs of the State. The perpetrators operate as auxiliary militias, at times in civilian clothes, at times in uniform, but increasingly with functions that blur any meaningful distinction. From that reality flows a conclusion that is as simple as it is complex. Under international law, responsibility lies not only with the individuals who wield the firearms, but with the occupying Power that supports their actions. The remedy is not another condemnation. It is compliance with the law. As the International Court of Justice has made clear, Israel's continued presence in the occupied Palestinian territory is unlawful. The obligation is to bring that presence to an end, completely, unconditionally, and without delay.
