TEXT OF PRESIDENT BOLA AHMED TINUBU’S DEMOCRACY DAY ADDRESS ON FRIDAY, JUNE 12, 2026 Fellow Nigerians Today, we celebrate democracy and the enduring Nigerian spirit. For 27 unbroken years, since May 29, 1999, Nigerians have chosen their leaders through the ballot, witnessed peaceful transitions of power, and resolved disagreements in courtrooms and legislative chambers—not through violence. We have experienced the longest stretch of civilian rule in our history. Our democracy is not perfect, but it is ours, and we must continue to defend and strengthen it. In the coming days, Ekiti and Osun States will hold elections. I urge INEC, security agencies, and all parties to ensure these polls are peaceful and credible. Democracy fails when citizens doubt the process. To our National Assembly, Judiciary, the Press, and Civil Society: you are the guardrails of our republic. Criticise me, disagree with me, but never stop believing in Nigeria. To our young people: Nigeria is your home and your future. Build here, code here, work here, and vote here. Every great nation was built by those who stayed to solve problems, not by those who abandoned ship. To our armed forces, police, and intelligence services: Nigeria salutes your sacrifice. To our traditional rulers, faith leaders, and community heads: thank you for your support of peace and reconciliation. The government cannot do it alone. Today, we honour the resilience of Nigerians who refused to surrender their faith in freedom, and the courage of those who stood firm against intimidation. We pay tribute to patriots who endured persecution, imprisonment, exile, and even death so that future generations could enjoy democracy. I salute labour leaders, journalists, activists, students, women, professionals, political leaders, and soldiers—both those who have passed and those still with us—for their patriotic contributions. Though this year’s mood is dampened by the abduction of our children in Oyo and Borno, we remain hopeful for their safe return. Democracy without security is not solid enough. That is why this administration declared a security emergency and approved the recruitment of more than 50,000 new police officers and thousands of military recruits. Our 2026 budget commits N5.41 trillion—our largest ever—to defence and security. Our administration is ever ready to do much more to secure our people. We have moved from training with our allies, the United States, France and other European countries, to precision targeting. In Arege, Borno State, we degraded ISWAP’s command centre. Terror-related deaths are down by 81% since 2015. Over 13,000 terrorists have been neutralised in the past year. But we also keep the door of surrender open. Over 124,000 fighters and dependents have laid down their arms since 2023 through Operation Safe Corridor. To bandits, kidnappers, and sponsors of terror: Surrender or face the full force of the Nigerian State. These windows of surrender will not remain open forever. No mercy will be shown to those who trade in the blood of Nigerians. At a time like this, let us not assign blame or point fingers. Crime has no ethnicity. We must stand united and be assured that the enemies of our nation shall soon be history. We will triumph over terror and continue to build a more prosperous nation. June 12 occupies a sacred place in our national memory. It represents more than an election; it is a defining chapter in our story. We remember Chief M.K.O. Abiola, who won a pan-Nigerian mandate transcending ethnicity and religion. We remember Alhaja Kudirat Abiola. We also remember Chief Gani Fawehinmi, Chief Bola Ige, Chief Alfred Rewane, Pa Abraham Adesanya, Chief Anthony Enahoro, Alhaji Balarabe Musa, Commodore Dan Suleiman, Dr Beko Ransome-Kuti, Frank Kokori, Arthur Nwankwo, Chima Ubani, Shehu Musa Yar’Adua, and the many other heroes and heroines of democracy whose sacrifices helped secure the freedoms we enjoy today.

Recognising that democracy is undermined when people do not feel its impact, my administration has sought financial autonomy for our 774 local councils. A fundamental challenge to our nation’s advancement has been ineffective local government administration. The insecurity we are addressing is partly due to the collapse of grassroots governance. The Renewed Hope Agenda is about ensuring that all Nigerians benefit from governance. Every generation has a defining responsibility. The generation of our founding fathers secured independence—the generation of June 12 secured democracy. Our generation must secure prosperity. Let us move forward together—rejecting division, cynicism, and despair; embracing unity, hope, and confidence. Let us build a Nigeria united by a common purpose, strengthened by diversity, where justice is accessible, liberty is secure, and opportunity is abundant. Among the architects of modern democratic Nigeria, we honour General Shehu Musa Yar’Adua for his vision of national partnership. In recognition of his contributions, the Federal Government has approved the revitalisation and renaming of the completed Institute of Petroleum Studies, Kaduna, as the General Shehu Musa Yar’Adua University of Geological Sciences and Engineering Technology. I am also pleased to announce national awards to the following Nigerians, who suffered persecution, endured indignities, exile, incarceration, and, at times, solitary confinement, so that we have democracy today. The honours list will be released in the next few days. Fellow Nigerians, 27 years ago, many doubted democracy would survive here because of our diversity. Today, our diversity sustains our democracy. The road ahead is steep. But June 12 reminds us: Nigerians do not break. We bend, we bleed, but we do not break. Let us renew our covenant: That the labours of our heroes past shall never be in vain, and that government of the people, by the people, for the people, shall not perish from this land. May God bless the heroes of our democracy. May God bless the Federal Republic of Nigeria. May God continue to bless us all. Happy Democracy Day. As beneficiaries of their struggle, we have a duty to strengthen and deepen the democratic institutions for which they fought. The greatest tribute we can pay is to build a Nigeria where freedom is protected, justice is upheld, opportunity is expanded, and government is accountable. June 12, 1993, revealed the possibility of a true Nigerian nation. The heroes of June 12 secured political freedom. Our challenge is to secure economic freedom. Democracy must be felt in the quality of people’s lives—in opportunities for youth, in prosperous farmers, successful entrepreneurs, and the dignity of our workers. The reforms we are undertaking were not chosen for ease, but for necessity. Three years ago, our public finances were under severe strain, investment was discouraged, and economic uncertainty threatened our future. We chose to act, embracing reforms to advance Nigeria’s economic freedom. Since 2023, our reforms have restored stability and credibility to economic management. Federation revenues have risen, providing states and local governments with more resources for infrastructure, education, healthcare, and security. Fiscal transparency has improved, leakage has been reduced, and public funds are better directed to national priorities. Investor confidence has returned, with investments in agriculture, energy, manufacturing, technology, mining, transportation, and the creative industries growing. Domestic refining capacity has increased, strengthening energy security and reducing our reliance on imported petroleum products. By 2023, when we came on board, the electricity sector was characterised by chronic generation shortfalls, an unreliable gas supply, and transmission infrastructure so fragile that it could not evacuate available power. Distribution companies were burdened by massive losses and a metering deficit of over four million. Worst of all, the value chain was drowning in legacy debt. The result was a sector that generated less than the 13,500 Megawatts installed capacity, a sector that transmitted less than it generated, distributed less than it transmitted and collected revenue far below what it needed to sustain itself. To address the problems besetting the sector, I signed the Electricity Act, which grants states authority to generate, transmit, and distribute power. The Presidential Power Sector Task Force is working hard to reduce the metering deficit. It has also been authorised to raise N4 trillion bond to settle verified legacy debts. The Rural Electrification Agency, supported by the World Bank and the African Development Bank, has deployed off-grid and mini-grid power to underserved communities, universities, markets, and hospitals. Electricity is a democratic dividend we owe every Nigerian. We intend to deliver it. Across the country, infrastructure projects are connecting producers to markets and creating opportunities for enterprise and employment. The National Agricultural Development Fund is deploying 10,000 tractors over five years. Over 1,000 SMEs have been certified for export. Non-oil exports grew by 21% last year. Yet, many Nigerians still face economic hardship. We remain focused on reducing inflation, expanding food production, creating jobs, improving living standards, rebuilding confidence in our economy, and creating conditions for sustainable prosperity. We are moving from uncertainty to stability. The next phase is about accelerating growth and ensuring the benefits are felt in every home, every community, and every region. We believe that Democracy must be felt in the pocket.

OPERATION HADIN KAI RECORDS MAJOR SUCCESS AS HIGH-PROFILE ISWAP COMMANDERS SURRENDER UNDER SUSTAINED MILITARY PRESSURE Operation HADIN KAI has recorded another significant success in the ongoing counter-terrorism campaign following the surrender of two high-profile Islamic State West Africa Province (ISWAP) commanders to troops on 8 June 2026. The surrendered terrorists, identified as Ismail Mohammed and Abu Umar, are currently in military custody and undergoing appropriate profiling and debriefing procedures. Preliminary assessments indicate that the two individuals occupied strategic positions within the terrorist hierarchy and operated within the Mangari axis of the Lake Chad region. One of the surrendered commanders, Ismail Mohammed was a close associate of senior ISWAP Leader Baa Shuwa and possessed extensive knowledge of the group’s command structure and activities. The second individual, Abu Umar, was widely known within the terrorist network as a skilled explosives specialist with responsibilities linked to the fabrication and maintenance of vehicle borne improvised explosive devices and other combat-support equipment used by the terrorists. Interrogation further revealed that another high profile terrorist, Mohammed Khalifa, a member the ISWAP Shurah Council was neutralised during the joint operations by OPHK. The surrender of the two commanders represents a major setback to the terrorist organisation, particularly given their experience, influence and technical expertise acquired over several years within the insurgent network. Their decision to flee and surrender further underscores the effectiveness of sustained offensive operations by troops of Operation HADIN KAI, complemented by precision engagements conducted with the support of Allied Partners against terrorist enclaves across the Theatre. The combined pressure from these operations continues to degrade terrorist capabilities, weaken their operational networks, and compel increasing numbers of insurgents to surrender. This development further demonstrates the growing desperation and declining morale within terrorist ranks as relentless military pressure continues to deny them freedom of action and safe havens. It also reinforces the effectiveness of ongoing efforts aimed at dismantling terrorist leadership structures and disrupting their operational capabilities. Operation HADIN KAI remains committed to maintaining relentless pressure on all terrorist elements. The military will continue to exploit all available opportunities to dismantle terrorist networks and restore lasting stability to affected communities. TROOPS OF 12 BRIGADE FOIL TERRORISTS’ ATTEMPT TO ABDUCT SCHOOL CHILDREN IN KOGI STATE Troops of 12 Brigade Nigerian Army under 2 Division Nigerian Army have foiled an attempted abduction of pupils at Iluke Community in Kabba Bunu Local Government Area of Kogi State, thwarting the plans of terrorists who disguised themselves in military uniforms to carry out the attack. The successful operation was conducted on 10 June 2026 following credible information provided by vigilant members of the community who alerted troops on patrol to the activities of the terrorists within the area. Acting swiftly on the intelligence, the troops immediately mobilised and advanced to the community to prevent the criminals from achieving their objective. On arrival, troops discovered that the terrorists had already assembled pupils of Iluke Primary School with the intention of abducting them. Without delay, the troops engaged the terrorists, compelling them to abandon their mission and flee the area. During the encounter, one terrorist was neutralised while several others escaped with gunshot injuries upon the approach and engagement by the troops. Sadly, before the arrival of troops, the terrorists had killed a teacher and a resident of the community. Their actions further underscore the criminal and inhumane nature of the terrorists who continue to target innocent civilians. The prompt response of the troops prevented what could have been a large scale abduction of school children and undoubtedly saved many lives. The operation also reflects the commitment, vigilance and professionalism of troops of 12 Brigade in safeguarding lives and protecting vulnerable communities across the Brigade’s area of responsibility. Troops are currently in pursuit of the fleeing bandits. Additionally, considering the interconnected nature of the community to adjoining Kwarra and Niger State, other security outfits in the neighbouring state have been intimated to block fleeing bandits. Other measures aimed at denying terrorists freedom of action, reassuring residents and preventing any further attacks have been emplaced. Members of the public are encouraged to continue supporting security agencies with timely and credible information to enhance ongoing efforts to rid the state of criminal elements. The Honourable Minister of Education, Dr. Maruf Tunji Alausa, CON, disclosed that the policy addresses concerns over abuse, commercialization, and misuse of honorary awards. It restricts eligibility to approved universities that have graduated their first PhD set and limits awards to a maximum of three per convocation. All honorary degrees must carry the designation “Honoris Causa,” and recipients are prohibited from using the title “Dr.” The guidelines also establish oversight mechanisms, including a Special Fraud Unit under the NUC to monitor compliance. I commend all our patriotic soldiers on the front-line in the fight against terrorism in all forms. You stand as a shield between innocent citizens and those who seek to destroy the peace, safety, and dignity of our communities. In the forests, on the roads, at forward operating bases, in the air, creeks, and across difficult terrains, you carry the burden of national protection so that millions of Nigerians can sleep, work, worship, farm, trade, and raise their children in hope. This fight has not been easy. It has come with pain, pressure, and sacrifice. But your courage has remained firm. Your service is acknowledged. Your sacrifice is honoured. Your country does not take you for granted. To every officer and soldier of our Armed Forces, to the Police, DSS, Civil Defence, intelligence services, local security formations, and all who work day and night to keep Nigeria safe, I say thank you. I also acknowledge the families behind the uniform. Many of you have endured long absences, anxious nights, and the emotional cost of duty. Nigeria remembers that sacrifice, too. We honour those who have paid the supreme price in defence of our country. Their names may not always make the headlines, but their courage lives on in rescued communities, protected families, and the survival of the nation they served. The fight against terror is not only a military operation. It is a national duty. Citizens must support our security forces by providing timely, useful information. When you see something, say something. When you know something, report it. Nigeria will not surrender to fear. We will not allow terrorists, bandits, kidnappers, or violent extremists to define who we are as a people. Their violence is not our identity. Their hatred does not represent Nigerians of any faith, creed, or community. To our troops and all front-line patriots, thank you for your courage. Thank you for your vigilance. PRESS RELEASE Federal Ministry of Finance Approves Payments to 1,240 Local Contractors The Federal Ministry of Finance has approved payments to more than 1,240 contractors, providing immediate liquidity support to businesses across the country and reinforcing the Federal Government's commitment to meeting its financial obligations. The approval, granted by the Honourable Minister of Finance and Coordinating Minister of the Economy, Mr. Taiwo Oyedele, follows a diligent verification and reconciliation undertaken by the Ministry to ensure that only duly validated obligations qualify for payment. The payments cover contractors across various Ministries, Departments and Agencies (MDAs) and represent a significant step in addressing long-standing payment obligations, particularly those affecting indigenous businesses and small and medium-sized enterprises (SMEs). Contractors prioritised for payment in the most recent batch are those with verified claims in the region of ₦100 million or less. The release of funds is expected to provide immediate relief to hundreds of businesses, enabling them to return to project sites, pay workers, settle suppliers, meet financial commitments, and support economic activity across the country. This development reflects the Ministry's commitment to translating policy objectives into tangible outcomes by resolving inherited obligations in a transparent and fiscally responsible manner. Over the past few months, the Federal Government has processed payments exceeding ₦700 billion across various categories of verified obligations owed to local contractors. Within the month of May alone, approximately ₦436.6 billion in transactions were processed, demonstrating a significant acceleration in payment activity aimed at unlocking liquidity and supporting economic growth. By prioritising a large number of smaller contractors rather than concentrating payments among a few large beneficiaries, the Government is broadening the economic impact of these disbursements, supporting businesses across different sectors and regions of the country. The latest payments are expected to strengthen confidence among contractors, suppliers, and service providers doing business with government by demonstrating the Government's commitment to honouring duly verified obligations. For many beneficiaries, the release of funds represents more than a financial transaction. It provides the certainty needed to sustain operations, preserve jobs, complete ongoing projects, and contribute to economic recovery and growth. The Ministry remains committed to maintaining fiscal discipline while ensuring that legitimate obligations are settled in a timely manner going forward to substantially reduce outstanding liabilities over time, strengthen confidence in public financial management, and support the effective delivery of public services and infrastructure. TROOPS OF OPERATION ENDURING PEACE FOIL MULTIPLE KIDNAPPING ATTEMPTS, RESCUE VICTIMS IN PLATEAU AND KADUNA STATES In a series of decisive operations conducted over the last 48 hours, troops of Operation ENDURING PEACE have successfully foiled multiple kidnapping attempts, rescued several victims, and launched aggressive manhunts for fleeing criminal elements across Plateau and Kaduna States. These swift interventions underscores the unwavering commitment of the military to maintaining security and guaranteeing the safety of commuters and residents within Operation ENDURING PEACE Joint Operations Area. At Riyom Local Government Area of Plateau State, troops of Sector 6 deployed in Sopp District responded to reports of suspected kidnappers who blocked the highway along the Hawan Kibo–Rafin Sayin axis at approximately 12:30am of 5 June 2026. Upon arrival at the scene, the tactical team discovered an ash-coloured Honda vehicle with registration number APP-93CF abandoned in the middle of the road. Troops immediately launched a thorough search and rescue operation in the surrounding bushes. This rapid response led to the successful rescue of 6 kidnapped passengers. The rescued individuals revealed that they had boarded the commercial vehicle from Lafiya, Nasarawa State, and were bound for Jos. While these victims are safe, the driver of the vehicle remains missing, and troops are maintaining an active search to locate and rescue him. Simultaneously, troops of Sector 5 operating in Bokkos, also recorded another victory against criminality in Bokkos Local Government Area of Plateau State. Responding to an urgent distress call from Faggem Village on June 5, 2026, troops swiftly mobilised and foiled an ongoing abduction attempt, as the operational pressure forced the criminals to abandon their targets and fled into nearby forest. The chase led troops to successfully rescue a Pastor and his wife from the clutches of the kidnappers. The couple, who sustained injuries during the initial assault by the criminals, were promptly evacuated by the troops to Bokkos medical clinic for treatment, while also initiated a manhunt to track down the fleeing suspects. In a related development, troops of Sector 7, deployed at the Ungwan Gora in Sanga Local Government Area of Kaduna State, at the early hours of Saturday 6 June 2026, responded to reports of suspected terrorists blocking the highway between Rafi Tagwai and Angwan Dariya. Upon arrival, troops discovered that the terrorists had kidnapped some passengers traveling in a commercial vehicle. Troops recovered 8 empty cases of 7.62mm special ammunition at the scene and immediately plunged into the adjoining forest on a rescue mission. The pursuit yielded immediate results as troops rescued 2 injured passengers while efforts are currently ongoing to rescue other kidnapped occupants of the vehicle. The rescued passengers were swiftly evacuated to a nearby hospital in Fadan Karshi District for medical attention. Operation ENDURING PEACE reassures the general public that it will not relent in its ongoing deliberate efforts and decisive operations to rid the highways and communities of criminal elements. Citizens are urged to remain vigilant and continuously provide timely and actionable intelligence on criminal elements activities to security agencies.
