As the FLLoCA Programme enters its final phase, Counties are positioning themselves to sustain and scale locally-led climate action beyond 2026.
Today, the Council of Governors, in partnership with the FLLoCA Programme
@climate_ke, convened County Executive Committee Members responsible for Environment, Climate Change, Water and Natural Resources Management to deliberate on the future of climate financing, carbon markets, environmental governance, and preparedness for emerging climate risks.
"Counties must comprehensively document their achievements, lessons learned, best practices and implementation gaps under FLLoCA. These insights will be critical in shaping Phase II of the programme and strengthening county readiness to access future climate financing opportunities," said H.E. Dr.

There is a clear shared commitment among Counties to strengthen evidence-based planning through GIS Labs and the CoG Open Data Portal, develop bankable climate projects to unlock financing opportunities, enhance county capacity on carbon markets, advance the national tree-growing agenda, and bolster preparedness for anticipated climate shocks. These actions will help position counties to attract greater climate investments and build resilient communities across the country.
