The principle of "failure demand" has been around for a long time but it has been gaining traction recently in health & care improvement. Failure demand is demand created within the system, not as a result of delivering care of value to people, but due to failings within the system. We create extra demand & extra work (a large proportion of NHS activity) because we organise & deliver care in ways that doesn't meet people's needs.
I think that part of the reason why failure demand is being discussed more now is because of the shift towards neighbourhood based services. There is an aspiration that more care in the community will reduce failure demand by making it more integrated, preventative & people-centred.
