The principle of "failure demand" has been around for a long time but it has been gaining traction recently in health & care improvement. Failure demand is demand created within the system, not as a result of delivering care of value to people, but due to failings within the system. We create extra demand & extra work (a large proportion of NHS activity) because we organise & deliver care in ways that doesn't meet people's needs. I think that part of the reason why failure demand is being discussed more now is because of the shift towards neighbourhood based services.
