One of the biggest hurdles for India in becoming a preferred tourist destination in the World is cleanliness, and blaming the govt for it is unfair.
The govt can raise awareness about cleanliness and provide better waste disposal services, but it can't hold your hand and force you to dispose of waste properly.
There's a lack of a cleanliness culture. Wherever you go — hills, beaches, monuments, or religious places — you'll find waste dumped everywhere. People openly litter, and if someone tries to educate them, they're point blank told to mind their own business.
