Something pretty sinister is happening in the South Island with the ORC or Otago Regional Council, but no doubt not just in the SI but with councils all over NZ. This council has recently paid $5.4 million to Ngai Tahu, their local Iwi - not for anything specific but as Michael Laws describes it, an "exorbitant koha". Laws feels it is because councils see themselves in some kind of Treaty arrangement with Maori, which is fictional.
