It states that because the CPSA successfully introduced gender-neutral mechanics to establish "parentage," this newer bill aims to update terms like "paternity," "filiation," "mother," and "father" across the rest of New York state statutes to keep the laws consistent.

Disagree. Surrogacy is ethically straightforward, much in the way prostitution is ethically straightforward. It is commodification and exploitation of women, reducing women to “things” for rent or purchase. Women will never attain full humanity as long as these practices exist.
Surrogacy is incredibly ethically complicated and it would be a mistake for feminists to simply negatively polarize ourselves on it - i.e., the religious right is against it, therefore we are for it. A complex issue it's worth treating with care and nuance.

A surrogate is on life support. There is a contract. The commissioning parents decide how long her body is kept alive to complete the pregnancy, or to not complete it. They decide who lives and who dies and when. Not her own family. Her body is no longer under her control. This is surrogacy.

If women left the workforce the entire economy would collapse. Women leaving the workforce is a dead end fantasy with no basis in reality.
If women left the workforce they would be economically dependent on men again, which means they would have to go back to being treated however men decided to treat them with no way to escape it. Men who hate that women have options don’t plan on treating women well.

If men pretending to be women gives them an erection, and allows them access to spaces where women and children are naked and vulnerable, opposing that makes you a prude, a bigot, and a Nazi. "Liberal feminism" has unfortunately become lumped together as ALL feminism, in a kind of historical amnesia, despite the centuries of history behind it which opposed the sex trafficking of women. The dick was not always the dowsing rod, and erections are not a moral compass. For women, current liberal politics are exactly that, and we can speak ad nauseam about the harms of the sex industry, porn - even how it harms men - and be called bigots for it, because the measure of morality, for liberal women who claim to be feminists, goes only as far as the measure of a man's pleasure. It's a depressing state of affairs.

The manufacturing plants and raw materials that make this massive business possible are women's bodies, and the products being bought and sold are human babies. This hugely profitable industry can only exist if a subset of women offer themselves up for highly invasive, completely unnatural, risky, and life-altering medical procedures resulting in pregnancy and birth, or alternatively “egg-harvesting” - all with little to no legal protection or oversight. What motivates women to become surrogate mothers? What motivates women to have their eggs extracted for other women to “use”? What and who are the drivers behind the normalization of surrogacy?
