“This is a major victory for the criminal justice reform movement, and it’s a step in the right direction toward decarceration and rolling back the racially unjust history of ‘mandatory minimums,’ ‘three strikes’ laws, etc.” #CriminalJustice

A # of studies have shown that Medicaid expansion reduces crime. A new study suggests the mechanism is via access to mental healthcare. Even if this won't convince states that have yet to expand Medicaid to do so, broadly expanding access to mental healthcare has large benefits.
If you view prisons as a place for retribution for past wrongs, there is little will to improve conditions.
If you view prisons as a place for rehabilitation because 99% of those incarcerated will return to neighborhoods, you reach the opposite conclusion.

Good news, at a national level: correctional population has declined. Next challenge: which state will embrace the 10-yr goal of ending the "era of punitive excess" marked by mass incarceration, mass supervision, and racial disparities. Where is the brave governor?
The US corrections system has shrunk again:
- Almost 2 million fewer people were under correctional control at yearend 2021 (vs. 2008 peak)
- Rate of control has fallen from 1 in 31 to 1 in 48 adults
- Incarceration down to 1 in 147 from 1 in 100 adults

What I learned last night: DC is on the cusp of a historic rewriting of its criminal code, based on deep examination of the history of justice and injustice, that will serve as model for the country. Tx for the education. This is #reimaginingjustice in action.
