This idea that we can just "reset relations" with Russia by investing resources into its failing economy is something that's been tried at least a half a dozen times since Lenin's NEP. The Russians think of it as "taking one step back to take two steps forward."

They are interested in destabilizing Britain and isolating it from the rest of Europe because they think it will make it easier to unite Europe along the lines of a Berlin/Moscow axis of ideological and geopolitical Eurasianism.

Russia is losing.
I thank all friends of Ukraine and everyone who helps us obtain important information and supports Ukrainian intelligence operations. Our intelligence agencies reported on the results of their work to assess the internal situation in Russia and obtain documents that end up on the Russian leader’s desk. We understand that Putin rarely receives information that is entirely truthful and unvarnished. But even what he sees in the documents that reach him still allows conclusions to be drawn.
In particular, the so-called “projected indicators” of Russians’ dissatisfaction with Putin will continue to rise steadily, and he is already being conditioned to accept the idea that this growing dissatisfaction cannot be stopped and that this indicator “will not plateau” by September, when parliamentary elections are scheduled in Russia.
As for the level of support for Russia’s ruling party, a steady downward trend is being recorded, which means significantly greater electoral fraud will be needed. They are also reporting a substantial rise in protest sentiment in Russian regions. We believe these reports also do not yet take into account the potential events of June, July, and August, which are bound to further affect the situation in Russia.
The entirely justified pressure on Russia over this war will continue and intensify – and it won’t be just our pressure. So by September, Putin will be facing significantly worse indicators. Unfortunately, to all the public and non-public peace proposals we have made, the only response has been words about continuing his war.
The internal situation in Russia should convince him of the opposite: that peace is needed. Ukraine is proposing to negotiate a dignified peace. Obviously, the trends will not change, and over time this may mean that an agreement will have to be reached with someone else from Russia – someone who will not shut themselves off from reality. Glory to Ukraine!

As a three time Trump voter, I've always been critical of his decision to appoint a communist like Tulsi Gabbard to such an important office, and it brings me no pleasure to learn that my worst fears about her were extremely well-founded.
She should be investigated. Her communications and finances should be audited. There's no way in hell this was just some innocent coincidence or mistake. She intentionally colluded with America's foreign enemies to disarm public opposition to the geopolitical and military objectives thereof.
This isn't about executing Trump's gain of function executive order. If it was, she would have at least published something about the lab in Wuhan. Instead of giving us information about any of the other 30 countries where these "bioweapon" labs supposedly exist, she focused exclusively on Ukraine (where there is no bioweapon lab) and relied on literal Russian intelligence to do it.
Best case scenario is that this was malicious compliance intended to make Trump look stupid and sabotage any possibility that he would help Ukraine achieve peace through strength. Worst case scenario is that she's on the payroll of a foreign intelligence agency that is actively waging hybrid/assymeyric warfare against America.
She should be relieved from duty immediately.

Upon further analysis of Tulsi Gabbard’s most recent declassification related to Ukraine, I have discovered evidence that she is directly peddling Russian government propaganda.

Slide 2 contains an AI generated map of Ukraine which is clearly not an IC product, and which contains basic spelling and geographical errors, making a mockery of the US government.
Slide 4 contains the internal work product of an American corporation (Black and Veatch) that worked with the Defense Threat Reduction Agency (DTRA) in Ukraine. The Russian Government claims to have captured these documents during their invasion of Ukraine. The Russian Government then widely publicized these products in their own official reports in 2022.
Gabbard’s political staff (not IC analysts) recycled published propaganda of the Russian Government in an attempt to spread false narratives while falsely claiming the slideshow she released this week is an original work product of US intel agencies.
Page 83 of the following document presented by the Russian Government to the UN Security Council shows the exact figure that Gabbard recycled in slide 4 of her release this week.

Gabbard’s intent with this deception is to conflate the biological safety work being done to prevent dangerous uses of Soviet era pathogens (which has been publicly disclosed since 2005 as the Nunn-Lugar Cooperative Threat Reduction framework) with bioweapons production so that Russia has another manufactured excuse to continue its prolonged war with Ukraine.
Let’s be clear: there is no evidence that Ukraine in its longstanding cooperative program with the US has engaged in Gain of Function or biological weapons research.
But what is clear is Tulsi Gabbard and her staff promulgated Russian intelligence products as American work, in violation of the Espionage Act.
