Give the bottom 4 teams the top 4 picks via a lottery, but tax the owners with heavy repeater penalties. Do not allow those teams to participate in the tv revenue sharing. Now see how many teams will willingly tank, especially for multiple years.

His pace. You see when he's getting downhill, it doesn't look like he's playing that fast. But he's quick. I don't like giving a lot of people like Luka.
" But he's kind of like Luka at the rim. It's kind of like slow and steady. He draws fouls that way. Sometimes you look at film and you're like oh he's not that fast. When you really are guarding him, he's using his weight in different ways, using his strength in different ways. His quickness."
