It's crazy how low the percentage of households that carry insurance are in places like the Panhandle. Much of that is that the FEMA maps are are wrong or incomplete and people don't even know they are in harm's way.

Stories like this are so prevalent in places like Escambia County Florida. It starts with making a flooding a priority at the city and county government levels.
