There are 11, maybe more Sen Dems who have been eager for an off-ramp. This deal would mean NO gains on ACA subsidies, not even (it seems) a guaranteed vote on extending them. Tonight's vote will not seal the shutdown deal - but if it passes, will be hard to reverse.
