Yes! Language matters. The connotations of ‘risk’ (rather than ‘chance’ or ‘likelihood’) can be damaging and perpetuate stigma. This applies to genetic conditions and disabilities too.
I just peer reviewed an article rife with risk based language, "high risk MSM", "high risk homosexual behavior", "high risk sex". Wanted to tear it to shreds, as a person who has had these terms used against me in a clinical setting, it's definitely traumatic. Just stop!
