BREAKING Definitief einde biomassacentrale @VattenfallNL is goed en slecht nieuws. Het bericht dat Vattenfall stopt met de bouw van de grootste biomassacentrale in Diemen is een overwinning voor de #natuur, goed voor onze bossen en biodiversiteit. Maar een principiële uitspraak van de Raad van State over de natuurvergunning blijft noodzakelijk. Comite Schone Lucht verwacht daarom samen met MOB van Johan Vollenbroek dat er alsnog uitspraak wordt gedaan. Vattenfall wilde de #stikstofruimte die de natuurvergunning voor de locatie Diemen heeft, benutten voor de nieuwe biomassacentrale. Het benutten van deze stikstofruimte is strijdig met de Europese Habitatrichtlijn gezien de stikstofcrisis in Nederland. De stikstofuitstoot op natuurgebieden, zoals #Natura2000 gebied Naardermeer, dient juist fors te dalen om de natuur te herstellen. Comité Schone Lucht verwacht daarom een principiële uitspraak hierover van de Raad van State. Deze uitspraak heeft verregaande consequenties voor lopende stikstofzaken in Nederland. Geen draagvlak Voor de biomassacentrale van Vattenfall was al langer geen draagvlak meer. De omliggende gemeenten wilden het niet meer, maar ook de samenleving, politiek en wetenschap keerden zich steeds meer tegen Vattenfall. Door de aanhoudende campagne en berichtgeving van Comite Schone Lucht i.s.m. natuurorganisaties uit binnen en buitenland in de afgelopen 6 jaar, groeide een bewustzijn dat houtige biomassa niet alleen slecht is voor de bossen en biodiversiteit - door de systematische bos en kaalkap - maar ook geen bijdrage levert aan het klimaat mbt reductiedoelstellingen. Biomassaverbranding stoot meer #broeikasgassen uit dan gas en steenkool. Maar ook de luchtkwaliteit was een grote zorg van de bewoners en samenleving. Biomassa stoot naast C02 en stikstof, ook ultrafijnstof uit en andere zeer zorgwekkende stoffen hetgeen grote problemen veroorzaakt voor gezondheid van mens, #dier & natuur. Gevolgen? Volgens de voorzitter, Fenna Swart, van @comschonelucht zal dit besluit wel bijdragen aan de politieke consensus en besluitvorming zowel in Den Haag als Brussel dat biomassa niet langer wordt gezien als duurzaam. ‘’Tegelijkertijd is de @RWE_AG , de grootste energieproducent in Nederland, momenteel bezig met het omzetten van de overgebleven kolencentrales naar 100% biomassa. Hiervoor wordt beccs (koolstofopvang en opslag) ingezet als Trojaans paard om de groene SDE subsidies binnen te halen. While the #Dutch biomass-phaseout decision is exemplary in #Europe, the Netherlands is still the EU's number 1 importer of #wood pellets, nearly all of them co-fired with coal, such as the Dutch @RWE_AG. The Netherlands is the primary EU industrial market for wood pellets. In 2023, the Netherlands imported 2.33 million metric tons (MMT) of wood pellets with a value of $529 #million. This is a reduction of 21 percent from the volume of 2.94 MMT reported in 2022. Reportedly, power plant outages were the main reason for this significant reduction of imports. The United States is the top supplier to the Netherlands, with a volume of 1.55 MMT, and a value of $358 million. The Netherlands is also the second largest destination for U.S. wood pellets, after the United Kingdom and surpassing Japan, Denmark, France, and Belgium. Most of the wood pellets are used by Dutch power plants and cofired with coal. All the imported wood pellets which are used for renewable energy generation are subject to stringent sustainability requirements.  So lots of promising policy-level commitments for the future as done by the new government (#Cabinet @MinPres ), but until the coal-and-biomass plants are actually shut down, we cannot let the energy companies, the energy lobby and those responsible for political decision-making, off the hook. Op de valreep toont minister toch nog ballen. Klimaatminister @RobJetten heeft tegen alle verwachting in toch besloten geen ##subsidies te verstrekken aan omgebouwde kolencentrales die #biomassa gaan verbranden, zoals @RWE_AG graag wil. Dit is ongekend en fantastisch nieuws voor de bossen! 🌳 Jetten overwoog eerder nog, ondanks veel kritiek uit kamer, #samenleving en #natuurorganisaties waaronder @comschonelucht *, om wel subsidie te verlenen aan (uit kolencentrales omgebouwde) biomassacentrales met BECCS, ofwel koolstofopvang en opslag. *lnkd.in/eum7x-yV Inzetten van #biomassaverbranding met koolstofafvang en opslag (BECCS) als #klimaatoplossing is niet zinvol en desastreus voor bossen en biodiversiteit. De technologie waarbij de uitstoot van #CO2, die vrijkomt bij biomassaverbranding, zou moeten worden opgeslagen onder de Noordzee. is onbewezen en peperduur. Dit terwijl een natuurlijke oplossing voor de hand ligt: Laat bossen staan, bescherm ze en breid ze uit. Het Planbureau voor de @Leefomgeving (PBL) had recent ook kritiek op de plannen om subsidie te verlenen aan CO2-opslag bij biomassa-#energiecentrales. Zij maakte hiermee een grote draai. Eerder in 2020 was PBL nog groot pleitbezorger van biomassa als klimaatoplossing. Maar ook volgens het PBL is deze aanpak met beccs niet efficiënt en dus niet #duurzaam meer te noemen. #RWE is nog steeds vastbesloten om de zogeheten BECCS-technologie in te zetten bij zijn twee Nederlandse #kolencentrales en hoopte hiermee vanaf 2030 door te kunnen met een verdubbeling van gesubsidieerde biomassa plus beccs (van 3.5 miljoen ton naar 7.5 miljoen ton per jaar bosbiomassa). In een #kamerbrief aan de Tweede Kamer schrijft Jetten vandaag dat hij nog steeds wél een subsidiepot wil creëren voor CO2-opslag bij kleine biomassacentrales "om overstimulering te voorkomen". Jammer dat hij dit moment niet aangrijpt om de subsidies te investeren in bewustwording en #energiebesparing in combinatie met meer #educatie om de samenleving mee te nemen en te faciliteren in de energietransitie. Het gaat zoals het gaat. Drie stappen vooruit en een terug. Het #goedenieuws is dat de kolencentrales voor wat betreft de toekomstige biomassa beccs subsidies, definitief achter het net vissen.
