On 29 May, @SCRtweets (SCR) co-organized, together with @GermanyUN, @AfricanUnionUN, and the #UN Secretariat a discussion on the operationalization of Council resolution 2719 (2023), focusing on mission support modalities for #AU-led peace support operations. Hosted at the @AfricanUnionUN and co-sponsored by the #African members of the Council (#A3), the event featured introductory remarks by Ambassador Zenon Ngay Mukongo, Permanent Representative of the Democratic Republic of the Congo to the UN and A3 Coordinator; Ambassador Thomas Zahneisen, Acting Deputy Permanent Representative of Germany to the UN; and Nathalie Ndongo-Seh, Director of the Western Africa Division in @UNDPPA and @UNPeacekeeping. We gather just before the UN Security Councilโ€™s annual debate on the protection of civilians to sound an alarm. Civilians in about 130 armed conflicts around the world face unacceptable realities. They suffer the effects of devastating attacks, including by explosive weapons, the remnants of which remain pervasive threats; they face destruction of critical infrastructure and life-sustaining services, including health care. They are displaced from their homes in record numbers and are too often separated from their families and deprived of education and opportunities, with generational impacts. As the Secretary-General has just published in his annual report, the UN recorded more than 37,000 civilian deaths across twenty armed conflicts in 2025. The rules of war, which exist to reduce civilian harm, are binding on all parties to armed conflict at all times and are indispensable. The erosion of respect for international humanitarian law (IHL), the rules of war, demands an urgent political response. This is why the Global Initiative to Galvanize Political Commitment to International Humanitarian law was launched in September 2024 by Brazil, China, France, Jordan, Kazakhstan, and South Africa together with the International Committee of the Red Cross (ICRC). The Initiative is intended to reaffirm commitment to IHL at the highest level and to advance outcomes that strengthen implementation of existing law. To date, 111 States have officially joined the Initiative, many of them standing here today. Twenty-seven States are engaged as co-chairs of seven workstreams to deliver practical recommendations; and over 160 States have participated in consultations and deliberations. Together, we are addressing some of the most pressing challenges in contemporary warfare: the protection of hospitals and civilian infrastructure, naval warfare, the role of IHL in promoting sustainable peace, and safeguarding civilians, including humanitarian personnel, from harm in armed conflicts. I am honoured to announce that, following two years of work and strong engagement by states from all regions, the Hashemite Kingdom of Jordan will host a culminating High-Level Conference on Humanity in War on the 7th of December. We have three asks today. First, we ask that all states make respect for IHL, including the protection of civilians, a top priority at home and abroad. Second, we encourage all states that are not yet members to join the Global IHL Initiative, and to actively contribute to the Initiativeโ€™s concrete outcomes. Our collective resolve is key to the success of this endeavour, which ultimately aims at improving IHL implementation on the ground in armed conflicts. And third, we encourage States to be represented at the conference in Jordan this December at the highest possible level. Together, we must uphold humanity in war. The members of the Security Council expressed their deepest sympathy and condolences to the families of the victims and to the people and the authorities of Mali, and they wished a speedy and full recovery to those who were injured. The members of the Security Council reaffirmed that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security. The members of the Security Council underlined the need to hold perpetrators, organizers, financiers and sponsors of these reprehensible acts of terrorism accountable and bring them to justice. They urged all States, in accordance with their obligations under international law, and relevant Security Council resolutions, to cooperate actively with the authorities of Mali as well as all other relevant authorities in this regard. The members of the Security Council reiterated that any acts of terrorism are criminal and unjustifiable, regardless of their motivation, wherever, whenever and by whomsoever committed. They reaffirmed the need for all States to combat by all means, in accordance with the Charter of the United Nations and other obligations under international law, including international human rights law, international refugee law and international humanitarian law, threats to international peace and security caused by terrorist acts.

Liberia remains deeply concerned by the continued deterioration of the situation in the occupied Palestinian territories, in all of its manifestations, particularly in the West Bank, and by the widening cycle of violence across the region. We understand both the weight of injustice and the resilience required in the quest for survival. The communities of the West Bank, generations living therein, have endured a cycle of violence and insecurity that continues to claim innocent lives on all sides. The ongoing hostilities, military operations, the imposition of discriminatory fiscal policies, and continuing tensions across Gaza, Lebanon, and the West Bank remind us that lasting peace cannot be achieved through force alone. The continued expansion of settlements, the persistence of division, and the deepening mistrust between communities risk further enhancing and entrenching this conflict rather than resolving it. Israeli and Palestinian families alike continue to live with fear and uncertainty, never knowing when the next escalation may occur. This reality underscores a fundamental truth: sustainable peace cannot emerge from fear, retaliation, or imbalance, but from dialogue, mutual recognition, security, and justice for all people. We must recognize a truth as urgent as it is clear: peace is not measured by military strength or political advantage, but by the ability of all people to live with dignity, safety, and hope. Only when both Israelis and Palestinians can envision a secure future for their children, free from violence and despair, will the region move closer to lasting stability. Liberia therefore calls for a renewed commitment to diplomacy and international law, and work collectively toward a just and enduring peace for all. Liberia reaffirms its commitment to the Two-State Solution. Thank you, Mr. Chairman.

Speaking at the inauguration of the United Nations Nairobi Expansion Project in Gigiri, UN Secretary-General Antรณnio Guterres criticised the global financial system for forcing African countries to pay borrowing costs three times higher than those of developed nations, despite some having stronger financial stability and growth prospects. Guterres also called for permanent African representation on the UN Security Council and a stronger voice for Africa within the IMF and World Bank.

The Second International Migration Review Forum took place from 5 to 8 May 2026 and served as the principal intergovernmental platform for Member States to review progress in implementing the Global Compact for Migration. Speaking for the Liberian delegation, Cllr. Jeddi Mowbray Armah, Deputy Minister for Legal Affairs at the Ministry of Foreign Affairs, emphasized that Liberia views migration โ€œnot as a challenge to be contained, but as a reality to be governed and an opportunity to be harnessed.โ€ He highlighted Liberiaโ€™s ongoing efforts to strengthen migration governance, including the establishment of a Technical Coordination Mechanism on Migration, which has reinforced a โ€œwhole-of-government approachโ€ under the leadership of the Ministry of Foreign Affairs. Minister Armah further noted that migration has been incorporated into Liberiaโ€™s national development framework, the ARREST Agenda for Inclusive Development (2025โ€“2029), reflecting the Governmentโ€™s conviction that well-managed migration contributes to economic growth, resilience, and national stability. The Deputy Minister also pointed to Liberiaโ€™s progress in strengthening the national evidence base through the 2022 Population and Housing Census and Migration Governance Indicator assessments, which continue to inform policy reforms and identify priority gaps. He underscored Liberiaโ€™s efforts to modernize border management systems, strengthen legal frameworks to combat trafficking in persons, and improve coordination among institutions responsible for the protection of migrants. On the vital role of Liberians abroad, Hon. Armah reaffirmed the Governmentโ€™s commitment to leveraging the potential of Liberiaโ€™s Diaspora community through structured pathways that translate engagement into tangible development outcomes. He acknowledged Liberiaโ€™s remaining challenges, including fragmented data systems, capacity constraints, and added that these challenges have sharpened Liberiaโ€™s focus on advancing the development and adoption of a comprehensive national migration policy, investing in data harmonization, border infrastructure, digital systems, and protection frameworks, particularly for vulnerable populations. Deputy Minister Armah concluded by reaffirming that Liberia remains steadfast in its commitment to the full, effective, and inclusive implementation, follow-up, and review of the Global Compact for Migration. Held every four years, the Forum provides an opportunity for Member States and relevant stakeholders to assess progress, share good practices, identify implementation gaps, and set priorities for the years ahead. The 2026 Forum featured four interactive multi-stakeholder roundtables, a policy debate, and plenary meetings, and concluded with the adoption of an intergovernmentally agreed Progress Declaration.

Following briefings from Ms. Martha Ama Aki Pobee, UN Assistant Secretary-General for Africa; and Mr. Kwong Cong, UN Special Envoy for the Horn of Africa, the A3 expressed dismay over the stalled peace process and reiterated its calls for the demilitarization of the zone and reminded Council Members that instability in Abyei reverberates across the border that affects both Sudan and South Sudan. Delivering a statement on behalf of the African members of the Council (A3: Democratic Republic of the Congo, Somalia, and Liberia), Liberia framed the situation as a test case to ascertain if unresolved political questions in Africa are managed through dialogue or allowed to slide back into violence. The African representatives on the UN Security Council collectively called for the immediate withdrawal of all unauthorized forces, the urgent reactivation of joint political mechanisms, and underscored that "African led solutions remain central to African peace."
