It is.
The public librarian who runs a summer reading programme for children who have nowhere else to go is not just running a programme. They are making sure that some children's summers have a highlight. A reason to come back next week. A place where nobody asks them to perform or be assessed. Just to read. That is a remarkable thing to offer a child for free.
