The main thesis of
@mnolangray's book (very simplified) is "zoning bad," but the thing that most stuck with me is the corollary: that as planners grew increasingly obsessed with zoning and the uses of privately owned land, we completely lost sight of the public realm.
The biggest thing that's within the city's control is the public realm. Downtown St. Paul is a really forbidding place to walk around right now.
More programming in public spaces, and a strong focus on safety, comfort and walk appeal, while the RE market has its painful reset.
