I am in #Uganda, where the government has mounted a prompt and capable response to the outbreak of #Ebola. Screening at the borders helped detect cases arriving from neighbouring #DRC, and the country’s surveillance, testing and case management systems are doing steady work. Of the 19 confirmed cases so far, 14 were among people who entered from DRC and five are Ugandan nationals. Sadly, two people from DRC have died, and our thoughts are with their families. @WHO is supporting Uganda, alongside @AfricaCDC and partners across the region, as the country leads this response. With continued collaboration, I am confident this outbreak can be brought under control.

Dr. Diana Atwine Highlights NIAMR's Role in Strengthening Uganda's AMR Surveillance Today, Dr. @DianaAtwine, Permanent Secretary at the @MinofHealthUG, officiated at the launch of the National Integrated Interoperable Digital AMR Surveillance Platform (NIAMR) Project, where she underscored the importance of strengthening Uganda's antimicrobial resistance (AMR) surveillance systems and described AMR as a growing but often silent threat to patient outcomes, health systems, and national health security. She noted that Uganda's response is guided by the Second National Action Plan on AMR (2024/25–2028/29), which prioritises stronger surveillance, improved data integration, antimicrobial stewardship, and multi-sectoral collaboration. In this context, she described NIAMR as a timely initiative that will help address persistent challenges, including fragmented data systems, limited interoperability, and the underutilisation of AMR data in decision-making.

Dr. Atwine explained that the AI-driven platform will strengthen surveillance, support evidence-based decision-making, and advance Uganda's digital health agenda through integration with existing national health information systems. She emphasised the need for the platform to remain inclusive, community-centred, and responsive to patient privacy and local realities. Reaffirming the Ministry of Health's commitment to supporting the institutionalisation of the initiative, Dr. Atwine called for sustained collaboration across sectors to ensure the platform effectively meets Uganda's AMR surveillance needs. She also commended Prof. Josephine Nabukenya and her team, together with partner institutions and funders, for advancing an innovation that will strengthen Uganda's capacity to detect, monitor, and respond to antimicrobial resistance.

NIAMR Platform to Strengthen AMR Surveillance in Uganda At the launch of the National Integrated Interoperable Digital AMR Surveillance Platform (NIAMR) Project today, NIAMR Principal Investigator Prof. Josephine Nabukenya described antimicrobial resistance (AMR) as one of the most urgent public health threats, noting that AMR-related deaths now exceed those from malaria and tuberculosis. She explained that although Uganda collects AMR data from laboratories, pharmacies, healthcare facilities, and government systems, the data remains fragmented across disconnected platforms, limiting its utility for evidence-based decision-making.

NIAMR is designed to close this gap by applying a One Health approach to integrate and standardise AMR data across the human, animal, agricultural, and environmental sectors. Critically, the platform will not replace existing systems but will enable them to exchange data through common standards and terminology, beginning in the human health sector before expanding to the broader One Health ecosystem. Prof. Nabukenya emphasised that this interoperability will support real-time analysis, reporting, and informed decision-making at the national level. The platform is expected to support the Ministry of Health in strengthening national AMR surveillance and management. She also called for strong stakeholder engagement, intersectoral collaboration, and co-design to ensure sustainable national scale-up.

On antimicrobial resistance (AMR), he highlighted ongoing multidisciplinary research across public health, health sciences, veterinary medicine, agriculture, and computing, and underscored the importance of collaboration between Makerere University and @MbararaUST in addressing complex health challenges. He commended Prof. Josephine Nabukenya and the NIAMR team for harnessing digital technologies and artificial intelligence to strengthen AMR surveillance and management, expressing confidence that the project would generate valuable evidence to inform national decision-making. The initiative responds to the growing global and national threat of AMR, which poses significant challenges to public health, health security, and sustainable development, particularly in low- and middle-income countries such as Uganda. Anchored in the One Health approach, the platform will integrate data from the human, animal, wildlife, and environmental health sectors to support real-time surveillance, early detection, and evidence-based decision-making, in line with Uganda’s National Action Plan on AMR.

The launch brought together government officials, researchers, development partners, health practitioners, civil society representatives, and other stakeholders to explore opportunities for strengthening AMR surveillance through interoperability, data governance, and digital innovation. Over the project period, NIAMR will undertake situation analyses, platform development, piloting, evaluation, and optimisation, laying the foundation for a sustainable, nationally owned digital AMR intelligence system. By addressing longstanding fragmentation in AMR data systems, the project is expected to generate timely evidence for policy and practice, strengthen cross-sector coordination, and enhance Uganda’s capacity to detect, monitor, and respond to antimicrobial resistance.
