The National Hurricane Center will start advisories for what will be Potential Tropical Cyclone One over the Texas coast at 11am ET today. This allows them to issue advisories, warnings, etc., before the system forms and gets a name. If it becomes a named Tropical storm, it would be #Arthur, but could remain a tropical depression as well. #PTC1
