UPDATE: Judge Scott Blaney plans to order mediation between Recorder Justin Heap and the BOS to address ongoing feuding, likely with another county judge. Heap's lawyer initially suggested Cleta Mitchell, but the board's side requested someone who was not "overtly biased." (1/2)

The security footage really speaks for itself, but here are the facts: - Justin Heap's Chief Information Officer (CIO) took a pre-tabulation scanner … while election results were actually being tabulated … and drove off with it in what looks like a personal vehicle. - Budget records prove this scanner was purchased and upkept with Election Department funds, under the Board’s authority. - Along with the scanner, the CIO appeared to take from a secure area a handful of affidavit envelopes with provisional ballots. - Recorder Heap refused to participate in the internal investigation. Maricopa County officials and voters deserve answers from Justin Heap.

ALSO: I have an investigative report from the county's HR department. The investigators concluded Colby and another employee removed the scanner from the building. Colby also removed "what appears to be provisional ballot affidavit envelopes," per the report.

I lived in California for a couple of years, and I agree it's *very* annoying that the state takes so long to count ballots. But Spencer Pratt losing ground is not a conspiracy. It's totally predictable. CA allows voters to *send* their ballots on Election Day. They have a week to get there, so some ballots that will still be counted have yet to even arrive. Left-leaning people are more likely to vote by mail. Right-leaning people—of which there are fewer in LA—are more skeptical of it, so it easily follows that more Pratt voters would vote at the actual ballot box. This is not rocket science. Maybe California's laws should change. A week after an election is a very long time to still be accepting ballots, and it damages trust in the process. But a registered Republican heading for a loss in one of the most progressive cities in the world is not a shocker.
