Govt's current projection is that by 2027 just 6% of England's river will be in 'Good' ecological condition, down from the current 14%*. Might that give you reason to try and fudge the results? *The original objective was that by 2015 100% of rivers would achieve 'Good' status.

Wow that ยฃ63 million quid could buy 2,077 one million litre surface storage tanks at just under ยฃ30k each. Good chance of substantial discounts for that amount. There is no need to dump shit in the sea, or rivers. A small amount of "dividend" would stop the pollution.
