Florida has given preferences for homestead properties in its constitution for nearly 100 years. Right now, revenue from non-homestead residential properties exceeds that from homestead residences.
And the proposal reduces the property tax liability exposure for businesses. This is also a de facto protection for renters.

They're saying it's progressive because it disproportionately taxes non-Floridians and those with multiple homes - groups more affluent than Florida homesteaders.
What WSJ misses is that it's actually very regressive, as the whole scheme targets renters, the poorest group.
