Unfortunately, the commissioner essentially rubber stamped a cascading eviction crisis of disabled New Yorkers. DOHMH testimony, under his watch, was minimizing, misleading, and illustrative of the longstanding hands-off approach to tenant rights in the housing they fund.
Today, I testified to @NYCCouncil on @nychealthy's executive budget for the upcoming fiscal year and shared how our investments will allow us to continue to build a healthier and more affordable New York City.

He also alleged a commitment "that any individual who is facing an eviction has the right to the right to counsel" - but most supportive housing tenants being evicted have no attorneys, and he knows it, as do DOHMH staff.

"Fiscal pressures" Can we talk about the millions of dollars a year supportive housing landlords spend on eviction filings against their tenants? Often paying more to make a tenant homeless than the tenant allegedly owes.

@NYCMayor and his staff are fully aware that cherry-picking and discriminatory behavior by supportive housing providers and landlords pervade the "tenant selection process." But industry lobbyists don't like that part said out loud, and there's no mention of it in this plan.

.@NYCMayor and his staff need to take applicant rights serious and be willing to push back on the supportive housing industry, which runs with virtual impunity and very, very little oversight. We are waiting for a sign in the direction, but it's nowhere to be found yet.

Memorial Day is also a reminder that far too many veterans are still struggling to access stable housing. Even with HUD-VASH vouchers, veterans can face landlords unwilling to accept their vouchers.

Repairing supportive housing units is important. But what isn't being talked about are the deep reforms needed to the supportive housing "referral" process, which plays a significant role in vacancies. Reforms to ensure enforceable anti-discrimination practices are critical.

SHOUT played a critical role in making sure the public knew about the vacancy crisis. Unfortunately, City progressive electeds focused on meeting with trade groups and landlords in developing solutions, and the proposals mirror that. Application reform is needed. It's time.

Funding to repair vacant supportive housing units is necessary. But so is deep reform to the referral process - which is setup against the needs and interests of applicants & is a significant factor in SH vacancies. That is absent in the @NYCProgressives proposal.

.@NYCProgressives worked closely with a trade group on this proposal and the proposal matches that work. But what of applicant needs that SH landlords don't like - those that involve anti-discrimination processes and accountability to applicants? Absent. Strikingly absent.
