📸 Highlights from our side session on Taxing High-Net-Worth Individuals (HNWIs) At a time when illicit financial flows (IFFs) continue to drain Africa’s resources, this session—organized by @OpenBudgets, @OxfaminAfrica, @TaxJusticeAfric and @policy_F —brought together experts, government officials, and civil society advocates to explore how progressive taxation of HNWIs can strengthen domestic resource mobilization and promote equity in public finance. Participants engaged with preliminary findings from a study on HNWI taxation in Tanzania, reflecting on the opportunities and barriers to reform. 💡 Key themes included: ✅ Tackling illicit financial flows that undermine governance and fiscal capacity. ✅ Leveraging evidence for policy advocacy and coalition-building. ✅ Advancing fair and inclusive tax systems that work for everyone. Recently, @OpenBudgets joined the 7th High-Level Policy Dialogue & 21st General Assembly in Freetown, Sierra Leone, hosted by @wataftax and @NRASalone, under the theme “Financing Development Through Effective Tax Systems.” 🇸🇱 💬 Regina Navuga, our Tax Equity Manager, stressed that stronger policy coherence and joint initiatives are key to reducing fragmentation and ensuring tax systems deliver on development goals. 🌍 Mariéme Gnagna Thiam, our Senior Program Coordinator, shared how IBP Senegal mobilized excluded groups to co-create tax proposals—a step toward more equitable systems that reflect the realities of citizens, not just elites. The convening underscored a central policy challenge: West Africa cannot sustainably finance its future without inclusive, fair, and effective Domestic Resource Mobilization (DRM). ✨ Opened by Hon. @OpenBudgets supported its Tanzanian partner @pelum_info at the Regional Convening on the UN Tax Convention and Ending Austerity in Nairobi (Sept 17–19), organized by @amwaafrika. The gathering united feminist leaders from West and East Africa to push for fiscal sovereignty, gender-responsive tax reforms, and alternatives to austerity. Key outcomes included stronger feminist CSO participation in UN tax processes, alliances with parliamentarians, and greater public awareness to advance equity and justice in Africa’s financing for development.

@OpenBudgets proudly joined the Society of Women in Taxation West Africa (SWITWA) High-Level Dialogue in The Gambia 🇬🇲, supported by @ecowas_cedeao, bringing together policymakers, CSOs, and women traders to address the barriers women face in informal cross-border trade under the African Continental Free Trade Area (AfCFTA). 📊 The evidence is stark: 71% of women traders remain unaware of AfCFTA provisions, 89% face security risks, and 59% experience gender-based discrimination. Weak grievance systems, fragmented taxes, poor infrastructure, and language barriers further entrench exclusion. The dialogue produced a roadmap for reform—from awareness and financial literacy to gender-sensitive border measures, harmonized ECOWAS tax/customs systems, and investments in infrastructure and technology. The event also marked the launch of the SWIT Gambia team, while IBP was honored with an award of recognition as a trusted partner in advancing inclusive tax systems.
