When Cde Webster Shamu delivered his presentation on Constitution Amendment Bill No. 3 (CAB3) in Parliament, opposition legislators had little choice but to sit back, listen attentively, and take notes. His well-structured and compelling contribution captured the attention of the entire House, with even political opponents following closely as he laid out his arguments. It was a demonstration of experience, clarity, and mastery of parliamentary debate, proving that well-reasoned ideas can command respect across political divides. @munyamachacha @ZANUPF_Official @edmnangagwa @oczmk @NgarivhumeJ @CremoraOnTop @makusha_effort @MakuzaWisd92236 @ropamakumire @SokoCindy

A nation cannot build a meaningful future without understanding and learning from its history and traditions. It is a call for accountability, truth, and a return to cultural identity and moral values.

It would be criminal for ZANUPF to lose power. Not now. Not ever. No other party in Zimbabwe's history has carried what ZANUPF has carried. It led the liberation struggle, won independence, defended sovereignty when the wolves came - and has remained standing through every political storm, every sanctions regime and every manufactured crisis. Political parties have emerged with fanfare, promised miracles, attracted foreign funding and disappeared without trace. ZANUPF is still here. Because a party built on patriotism, loyalty and discipline does not get tired. It does not get bought. It does not get broken. For over six decades, opponents have predicted its collapse. For over six decades, they have been proven wrong. ZANUPF was here before them. It will be here long after them. Pamberi neZANUPF. Pamberi neZimbabwe.

I said this at the very start of the CAB3 discourse - its passage needs no miracle. No negotiation. ZANUPF walks into the National Assembly with 194 seats. The two-thirds threshold is 187. The bill clears by 7 - on its own steam, on its own majority, on its own mandate. Game rakatopera kare match isati yatanga. Every press conference. Every learned legal opinion from the usual suspects. Every Trevor Ncube interview. Every Madhuku lecture. Every Biti column. None of it moves a single seat. The arithmetic was settled on election day back in August 2023. Then there is the Tshabangu factor - and we all know where his parliamentarians align. I will leave that there. National Assembly threshold: 187. ZANUPF holds 194. Margin: 7, without a single opposition vote. Senate threshold: 52. ZANUPF holds 33. Add the 18 Chiefs and that gap closes - as it always has. For CCC to block CAB3, they need 8 ZANUPF defections, perfect attendance, and total internal unity. A party that cannot agree on its own leader and name is not engineering 8 ZANUPF crossovers. This was never close. The people spoke first - 537000 submissions to a constitutional process that opponents called illegitimate while ordinary Zimbabweans quietly picked up a pen and had their say. Parliament now finishes what the people started. Every court application, every civil society statement, every foreign-funded press release landed on a parliament where ZANUPF holds 227 of 358 seats across both houses. That is not a slim majority. That is a national mandate written in solid numbers. And for those inclined toward clever maneuvering - we are going with an open ballot. That will take care of any clandestine machinations. The opposition's strategy was always noise over numbers. The Second Republic's answer has always been numbers over noise. CAB3 is done and dusted. CA3 is already here.

I call upon all ZANUPF members, from the cell level to the highest organs of our Party, to actively participate in National Cell Day on 27 June 2026. This year's programme carries special significance as it provides us with an opportunity not only to strengthen our structures and advance the ongoing digitisation of the Party, but also to express our profound gratitude to our members for their unwavering support of Constitutional Amendment Bill No. 3 (CAB3). The overwhelming support demonstrated by our members and the people of Zimbabwe throughout the consultation process is a clear testament to the confidence they have in the Party, its leadership and its vision for the nation. National Cell Day will therefore serve as an important occasion to acknowledge this commitment and to celebrate the collective efforts of our structures at every level. The cell remains the foundation of ZANUPF. It is at the cell level that we mobilise, organise, educate and maintain our close connection with the people. As we embrace modern technologies and digital systems, we must continue to strengthen these grassroots structures which have sustained our Party throughout its proud history. I therefore urge all provinces, districts, branches and cells to ensure maximum participation and make National Cell Day a resounding success.

CAB3 is a continuation of constitutional development rather than a departure from the Constitution. The Bill seeks to improve governance, increase institutional efficiency, support long-term national development and adapt the Constitution to current national realities.
