Someone Cut Their Way Into a Sealed Scam Compound in Mondulkiri
Authorities in Mondulkiri received reports this week that the wire mesh fence of a sealed scam compound in Ou Reang district had been cut open, with whoever did it heading in, not out. The province's new governor, Kong Kimny, went himself on Wednesday, leading police, gendarmerie, and military region forces, with a prosecutor coordinating, to open the seal at Block B, inspect the site, and seal it again.
The location matches the complex Cyber Scam Monitor profiles as the Mondulkiri Vegetable & Fruit Wholesale Market, in Pu Chhab village, Dak Dam commune. And it is massive. Built fast from 2024, four zones, caged balconies, described on insider Telegram channels as a "black park" workers couldn't leave. The July 2025 raid covered only zone C, detaining 149 people of 13 nationalities and seizing 541 computers and 788 phones, and Chinese-language outlet On the Grounds reported it had leaked three days early, down to a memo alleged to be from management telling workers to keep the curtains drawn and expect drones. The rest of the complex kept operating into late 2025.
Kong Kimny has been governor for two weeks, arriving after the province's police chief and gendarmerie commander were fired May 22, dismissals Khmer reporting tied to scam-compound inaction. No word on who cut the fence or why.
