سینیٹ نے کفایت شعاری ہدف سے 500 فیصد زائد بچت کرکے ادارہ جاتی احتساب اور مالی نظم و ضبط کی نئی مثال قائم کردی 🇵🇰🇵🇰 پاکستان کے ایوان بالا نے چیئرمین سینیٹ سید یوسف رضا گیلانی کی ہدایات پر سینیٹ سیکرٹریٹ میں نافذ کیے گئے جامع کفایت شعاری اور اخراجات میں مؤثر کمی کے پروگرام کے تحت 1 ارب 43 کروڑ 60 لاکھ روپے کی بچت قومی خزانے میں واپس جمع کرا دی۔ یہ بچت وزارتِ خزانہ کی جانب سے مقررہ ہدف سے 500 فیصد زائد ہے اور مالی سال 2025-26 کے لیے سینیٹ کے مجموعی بجٹ کا 15.9 فیصد بنتی ہے، جو مالی نظم و ضبط، ادارہ جاتی ذمہ داری اور عوامی وسائل کے دانشمندانہ استعمال کی ایک نئی اور شاندار مثال ہے۔ چیئرمین سینیٹ سید یوسف رضا گیلانی نے اس عمل کی بنیاد اس اصول پر رکھی کہ عوامی عہدہ ایک مقدس امانت ہے اور قومی وسائل کا تحفظ ریاستی ذمہ داری کا بنیادی تقاضا ہے۔ انہوں نے کفایت شعاری اقدامات کا آغاز اپنے دفتر سے کیا اور بعد ازاں ان اقدامات کو پورے سینیٹ سیکرٹریٹ تک وسعت دی، تاکہ مالی نظم و ضبط محض علامتی اقدام نہیں بلکہ ایک مستقل ادارہ جاتی روایت بن سکے۔ اس پالیسی کے تحت سینیٹ فنانس کمیٹی سے منظور شدہ 18 میں سے 17 ترقیاتی و خریداری منصوبوں کو مؤخر یا معطل کر دیا گیا، جس سے نمایاں اور فوری مالی بچت ممکن ہوئی۔ بھرتیوں اور دیگر غیر ضروری اخراجات کو محدود کیا گیا، انتظامی اخراجات میں کمی لائی گئی جبکہ آپریشنل اخراجات کی کڑی نگرانی کو یقینی بنایا گیا۔ اسی طرح سرکاری ٹرانسپورٹ کے استعمال کو نمایاں حد تک محدود کیا گیا، ایندھن کے کوٹے مقرر کیے گئے اور ان کی نگرانی کا مؤثر نظام نافذ کیا گیا۔ سرکاری اجلاسوں اور تقریبات میں ضیافت اور ریفریشمنٹ کے انتظامات ختم کیے گئے جبکہ کمیٹی اجلاسوں کو بتدریج ڈیجیٹل اور ورچوئل ذرائع کی جانب منتقل کیا گیا تاکہ انتظامی اور میزبانی کے اخراجات کم کیے جا سکیں۔ مزید برآں، تمام غیر ضروری غیر ملکی دوروں کو بھی معطل کر دیا گیا۔ خصوصی طور پر قابلِ ذکر امر یہ ہے کہ موجودہ مالی سال میں سرکاری گاڑیوں کی خریداری کے لیے 6 کروڑ روپے مختص ہونے کے باوجود ایک بھی نئی گاڑی خریدی نہیں گئی، جو سینیٹ قیادت کی قومی مفاد کو ادارہ جاتی سہولت پر ترجیح دینے کی عملی مثال ہے۔ اسی تسلسل کو برقرار رکھتے ہوئے چیئرمین سینیٹ کی تجویز پر سینیٹ فنانس کمیٹی نے آئندہ مالی سال میں ناکارہ قرار دی گئی سرکاری گاڑیوں کی تبدیلی کے لیے مجوزہ فنڈز سے بھی دستبردار ہونے کا متفقہ فیصلہ کیا ہے، جس سے مزید 14 کروڑ روپے کی متوقع بچت ہوگی۔ یہ بچت محض تخمینی اعداد و شمار یا مؤخر شدہ ادائیگیوں کا نتیجہ نہیں بلکہ حقیقی اور قابلِ تصدیق مالی بچت ہے جو قومی خزانے میں واپس جمع کرائی گئی ہے۔ ایسے وقت میں جب ملک کو مالی احتیاط اور وسائل کے مؤثر استعمال کی ضرورت درپیش ہے، سینیٹ نے عملی اقدامات کے ذریعے یہ ثابت کیا ہے کہ کفایت شعاری صرف نعرہ نہیں بلکہ ایک مؤثر حکومتی طرزِ عمل بن سکتی ہے۔ یہ کامیابی مسلسل اصلاحات، ذمہ دارانہ مالی انتظام اور مؤثر ادارہ جاتی نگرانی کا نتیجہ ہے۔ ان اعداد و شمار کو عوام کے سامنے لانے کا مقصد شفافیت، جوابدہی اور ریاستی اداروں پر عوامی اعتماد کو مزید مضبوط بنانا ہے۔ چیئرمین سینیٹ نے واضح کیا ہے کہ یہ کوئی وقتی اقدام نہیں بلکہ ذمہ دار حکمرانی، مالی احتیاط اور اعلیٰ ترین عوامی خدمت کے اصولوں کے تحت جاری رہنے والا عزم ہے، کیونکہ قومی وسائل دراصل عوام کی امانت ہیں اور بچایا گیا ہر پیسہ عوام کی ملکیت ہے۔ @GovtofPakistan @ForeignOfficePk @MediaCellPPP @MoIB_Official @PresOfPakistan @SenatePakistan @YRGillani @SenatorOfPak #Austerity #Savings #PublicMoney #YousafRazaGilani #Senate #Budget #Pakistan #Public
