I can assure you that the contemporary American left has absolutely no interest in increasing state capacity to develop the economic base. Insofar as they think about developing state capacity at all, it seems to be mostly as a pass-thru for favored NGOs

A better line of critique from the left would be "why couldn't the formal state institutions do those things (obviously valuable, given the resulting valuation) directly, and how can we address that disability in state capacity?"
