#WATCH | Delhi: On Supreme Court refuses to modify directions to remove stray dogs from public places, Animal rights activist Gauri Mulekhi says, "I think it is a balanced judgment. Earlier in November, the Court had asked for dogs to be summarily picked up and removed and kept in shelters, whatever. Here today, the most stress was given to animal birth control rules. It has been directed that there has to be an animal birth control centre in every district. There has to be trained manpower, trained veterinarians, as well as procedures to be followed, which have been prescribed by the Animal Welfare Board of India. Reporting has to be done, and compliance reports have to be given to the High Courts and the Supreme Court. So the focus on animal birth control rules is very, very welcome, and the rest has been left to the state authorities as to how they want to remove dogs from sensitive areas..."

VIDEO | Delhi: Activist Gauri Mulekhi on Supreme Court order on stray dogs, says, "I think it is good that the honorable Supreme Court has finally reiterated that animal birth control rules, which were first notified in 2001, have still not been implemented well by most states, and strict directions have been given by the honorable Supreme Court to implement the animal birth control rules, every district is supposed to have an animal birth control center, trained veterinarians and capacity commensurate to the dog population in their districts to conduct a properly monitored animal birth control program. The High Courts are now supposed to collect compliance reports from the state governments. Every single High Court will register a suo motu case and the Chief Secretaries and relevant secretaries of the departments will report to the respective High Courts in relation to compliance with animal birth control rules. Forcing dogs into non-existent shelters is a logistical impossibility requiring 22,000 acres of land. This move only increases dog bites by removing animals from familiar territories. Tomorrow, we urge the Supreme Court to uphold Science and ABC-ARV protocols over fear.
Relocating and confining street dogs isn’t just cruel; it’s scientifically flawed. Research shows removing dogs from familiar territories triggers aggression and increases bite incidents. With no government shelters and an estimated annual cost of ₹33,872 crore for feed alone, shelters are an impossible "solution". Disaster policy must include animals. A national all-hazards, One Health framework—data-led and role-clear—is overdue. Encouraged by @ndmaindia’s direction.
Disasters don’t just displace people; they inflict large-scale misery on animals that disrupts livelihoods and public health.  Our current policy landscape relies on scattered state SOPs without a unified national guideline.  The path forward is clear. We need a comprehensive All-Hazards Framework that fully integrates the protection of all animals into India’s disaster management architecture.  Institutional Alignment, Data-Driven Preparedness, Standardized Response, and One Health Security will all be addressed through @ndmaindia’s efforts - building a system where preparedness and mitigation are a priority and recovery includes long-term disease surveillance.  This is about safeguarding India’s economy as well as our humanity.
