My first thought was that Donna was being overly pedantic, but actually when it comes to report writing, you can't be too pedantic. Precision matters. The authors should have taken care not to blur these terms. Marginal conflations of terminology betray a lack of conceptual understanding - and that much becomes more obvious the more of the report you read. The organised crime dimension is largely neglected - rendering the work valueless. That, though, is secondary. Donna is far from alone in saying that this process required a formal methodology, and the report should have been compiled by qualified researchers with an established record of forensic writing - preferably in this academic area. Criminology, sociology and psychology. Donna would have been a good editorial director, and the final report deserved far more effort than was put into it. As much as anything, it needed supervisory female input who was not a victim. In their galactic arrogance, though, Pitt and Downes assumed they were experienced and knowledgeable to produce this work. They aren't. They lack the breadth of knowledge or any the necessary experience. They're kids - and this should not have been entrusted to kids. That much is negligence on Lowe's part. Ultimately, this is a missed opportunity. The inquiry was much better resourced than a PhD research project and, if it had been structured similar to one, with academic rigour, it could have been useful. There might have been good reasons why Donna Rachel was not a good fit, but that's no excuse not to look outside for independent academic input and professional editorial services. It's not as though they couldn't afford it. It is unprofessional slop. Abusing Donna Rachel doesn't change that. The hostility, and the willingness to defend this amateurish toss tells you all you need to know about Restore Britain - and their attitude to grooming victims. Yet again, the victims have been exploited.
