The cliff effect spares no one. Why not try a modest annual special assessment (3%) of adjusted gross income/verified household income -any earnings above the qualified AMI% at point of lease up is assessed a 3% (could be graduated as well) charge. 30k over = $900 as an example.

10–20% above: 2%
20–35% above: 3–4%

Owning a home is still within reach for many Colorado households, but the market isn’t keeping up.
