The second plenary session at #GovSec2026, titled ‘Building Government Capacity for Cyber Resilience in the Age of Emerging Technologies,’ brought together diverse perspectives on the importance of striking a balance between robust security protocols and the implementation of digital public infrastructure to enable ease of access. The discussion highlighted how cybersecurity has evolved from merely protecting systems to safeguarding data. Panellists noted that challenges related to system redundancy in the face of security threats must be revisited to secure contemporary digital environments more effectively. With the rapid adoption of emerging technologies such as AI, quantum computing, and cloud, the session emphasized that governance is entering a defining moment of transformation. These advancements are reshaping government operations and services, and importantly, they are not occurring in isolation but are deeply interconnected. The session concluded with a strong consensus that cyber resilience is no longer an aspiration but a strategic necessity. As cyber threats continue to evolve, emphasis was put on the need for a resilience‑by‑design approach.
