Roy Hattersley's plea to Gordon Brown on the eve of the 2000 budget:
'So this is my message to Gordon Brown. You've got money to spend as a result of 2.5 years of prudence. If you use it to cut taxes, particularly for the well off, that would be a betrayal of all you and I stand for.
There are people out there who need it. They need it spent on their hospitals, need it spent on their schools, need it spent on their pensions. That's what you ought to do tomorrow.
Not simply to keep a promise, but to keep faith with all that the Labour Party stands for'.
