It is acknowledged that this is a long running Iowa issue. It goes back for 35-40 years. I think the problem with that framing is Branstad and Reynolds have dominated politics for decades here. And they presided over the acceleration and did barely anything to stop it.

Wow implicitly threatening a country you preemptively struck. Remember all the people who claimed the Ukraine Russia war was risky? If the United States uses a nuke in this context, you can kiss non-proliferation goodbye. The stigma of dropping a nuclear weapon weakens a lot.

Putin after this strike can more credibly make the same threat. Maybe even use a tactical nuclear weapon in Ukraine. What about Israel? Does their threshold for nuking Iran drop just from this threat? I'd say yes. What about India and Pakistan? Pakistan will be restrained?

I can't know for sure. But I think Woodward gambled on mootness as an early exit ramp. He probably judged standing to take too long to litigate and if Blanche is giving up the fund, then less risk courts expand standing to hurt this admin. with the expansion. He can wait too
