Personally, I think they were too gentle with him. The dog didnโt have a chance to hold onto the chain around its neck. He did.! I have no compassion for animal abusers!! they deserve equal punishment!!
A person who allegedly tied his dog to the back of his vehicle and dragged it for meters was caught by a group and dragged on the ground in the same way with a leash attached.
