Just let this sink in. The @ITU @UNICEF @Gigaconnect "school mapping phase" [Phase 1 of connecting all schools to the internet in a given country] in Colombia put 7,000 schools on the map that weren't part of official datasets i.e. they were excluded from policy considerations.
