I called the police department and they acknowledged the officer was wrong and they dropped the ticket.

What is surprising is that the officer did nothing to look into whether or not the license was valid, despite Luisβ repeated polite, insistence, that the ID was valid. The officer dismissed it and said you can fight it in court. I called the police department and they acknowledged what we know: Puerto Rico drivers licenses are valid in any state in the United States. A Puerto Rico drivers license is as valid as any drivers license in any state in the United States of America.
