This Wednesday I asked a man who joined the GPS Joint Program Office in the late 1970s about OCX. It was recently canceled after about $7B was spent. He was angry. Said that there are no penalties for failure. One of the guys responsible was promoted to a high rank (multiple stars). Said that the Space Force needs to end the self congratulations and start fixing things wrt GPS. @johnkonrad thoughts?
