As @RadWill_ and @apmechan argue, the main problem with the TAA program (that helped displaced workers from trade shocks) is the requirement of the job loss being "trade related" was a failure point of the program - one we can learn from.

Some good ideas here, but I want to add a cautionary note about "tax incentives to encourage employers not to make layoffs". Such policies will inadvertently likely reduce the incentives to *hire* workers.

1/ Today, ESP released Building Affordability, our new policy agenda on housing, which tackles the two causes of unaffordability: broken markets and broken incomes. Written by @chao_becky, @Mtkonczal, and @resnikoff, it shows how policy can expand supply while also directly protecting tenants.
