Knicks closing with Brunson-Alvarado has been a big adjustment

As @RadWill_ and @apmechan argue, the main problem with the TAA program (that helped displaced workers from trade shocks) is the requirement of the job loss being "trade related" was a failure point of the program - one we can learn from.

As I discussed at @aibm_org, creating a layoff disincentive in Washington led to an *increase* in the unemployment rate for young people. aibm.org/policy/fix-unemploy…

Some good ideas here, but I want to add a cautionary note about "tax incentives to encourage employers not to make layoffs". Such policies will inadvertently likely reduce the incentives to *hire* workers.
