This is why I always liked Reagan's phrase of "our well-meaning liberal friends". Her shirt and attitude is, in a way, endearing. She is incapable of seeing anything but a positive future and positive outlook for her decision.
Our liberal friends are good at heart and well-meaning. They are just a bit dangerously naïve and have no understanding of history, or the likely future. They don't understand the long term consequences. It's not how they think.
The Minnesota fraud is part of this too. While I do think Democratic Party leaders are in on it and, therefore, evil, I think the average Democrat voter has no concept of fraud and thinks that a government program to "help the children" can only possibly help the children. That a bunch of fraudsters would take advantage of it to the extent of ruining the program entirely isn't something that occurs to them at all.
They are our hopelessly optimistic, cheerful little idiots, and we have to protect them from their own bad ideas.
