"ACEF must not be a platform for normalising collaboration with companies that are actively fuelling the energy & climate crises. The ADB must keep its development mandate at heart when choosing private sector partners." — Marjorie Pamintuan, Recourse

Intelligent energy systems bring local benefits, boost jobs, and remain relevant for the long-term.
@ADB_HQ should be investing in local knowledge and skills training as well as infrastructure, to ensure long-term public benefit and access to affordable energy.
#ACEF2026
⛏️@ADB_HQ A just transition cannot be built on destructive mining, militarization, and projects imposed without community consent.
ADB must stop treating extractivism as climate action.

Resilient energy systems are fossil-free and community-led
Projects that maintain the fossil fuel era under the guise of 'going green', such as waste-to-energy or hydrogen, should be avoided.
@ADB_HQ should be investing in 100% renewable systems, by and for people.

Avoid false solutions
End support for high-risk projects such as nuclear and mega hydropower
or projects that maintain the fossil fuel era under the
guise of ‘going green’, like
waste-to-energy and hydrogen

There are also lessons for @ADB_HQ to learn from hydropower projects in Indonesia, where large scale dams have disrupted communities & ecosystems while community-owned micro hydro projects offer a positive, sustainable alternative.

When choosing which energy projects or intermediaries to support, @ADB_HQ must uphold its safeguards and make sure to do no harm.
Inclusive energy systems require consultation to ensure that women, Indigenous Peoples and marginalised groups have a voice in decision making.

Uphold safeguards and do no harm
Consult communities and do proper impact assessments for energy projects
That’s just the start of putting people’s needs first, rather than private profit

⛽ @ADB_HQ Fossil gas is not a transition fuel.
ADB’s continued support for gas projects is locking countries into debt, stranded assets, and energy insecurity.
Asia needs people-centered renewable energy now.
#ACEF2026
.@ADB_HQ has invested billions in ‘clean’ energy in recent years
But much of this was for high-risk projects or false solutions which may prolong fossil fuels in Asia
At #ACEF2026, we call for investment in 100% renewable energy systems

Secure energy systems start with renewables
Wind & solar power technologies are cheaper than ever. @ADB_HQ should be investing in renewable projects that bring power locally (rather than for export) and supporting countries to upgrade grids for long-term resilience.

Ditch fossil fuels
Invest in renewable sources like wind and solar
Ensure that projects bring power locally rather than export it
Support countries to upgrade grids and remain resilient to climate shocks

@BankClimateAdvo has filed a lawsuit seeking accountability and transparency in public energy finance, looking at the US' outsized influence on the ADB's revised Energy Policy

⚠️@ADB_HQ Communities across Asia are paying the price of ADB-backed fossil fuel dependence through rising electricity costs, debt, displacement, and climate disasters.
@ACEF_Forum 2026 cannot be another platform for greenwashing.
End fossil fuel financing!
#ACEF2026
A reminder for governments, development banks & energy companies at #ACEF2026:
Asia needs investment in accessible, community-led renewables — not fossil fuels.
Public funds should protect people and ecosystems — not corporate profit.

In 2025, Recourse pushed for a fair international financial system, challenging the rules and frameworks that shape how development is financed, who bears risk, and how climate considerations are reflected in economic decision making. 🧵

We engaged the IMF, scrutinised climate finance governance, and advocated for reforms to the international financial system to better align financial flows with climate resilient development.

⚡ One week before @ACEF_Forum 2026, communities across Asia are still paying for an energy crisis they did not create.
💸 High power costs. 🌪️ Climate impacts. ⛽ Fossil fuel dependence. Will @ADB_HQ address the roots of the crisis?
#ACEF2026
Development finance should not deepen debt distress or reinforce extractive dependence. Long-term resilience requires financing approaches that support economic diversification, public investment and rights-based development. #AfDBAM2026
The AfDB has an opportunity to support a rights-based and community-centred energy transition through equitable renewable energy access, accountable finance and stronger engagement with civil society and affected communities. #AfDBAM2026
