If you have people who bring you problems instead of options, try this:
Ask "What's your recommendation?" before they finish explaining.
They'll say they don't know. Ask again. "If you had to guess, what would you try?"
They know. They just want you to validate it. Or they want you to own the decision so they're not on the hook.
Either way, making them articulate a recommendation builds muscle. Over time, they start coming with options instead of just problems.
Your job is to develop judgment. Not rent out your own.
