Tax compliance among self-employed professionals remains significantly underdeclared.
Littering, queue-jumping, and bribery at the lowest level are not because of poverty. Because of normalised dishonesty.
Fix 2:
A 'Responsible Citizen' score: documented honest taxpayers get priority in government service queues, loans, and passports.
Not surveillance. Incentive.
Fix 3:
Celebrate ordinary honest Indians on DD National. Make honesty aspirational.
India spends ~0.65% of GDP on R&D.
China: 2.4%. USA: 3.4%. Israel: 5.4%.
We celebrate IIT graduates who build products for Silicon Valley.
We should be asking: why aren't they building for Bharat?
Create a 'Bharat Innovation Bond' โ sovereign-backed, retail-subscribed, funding deep-tech startups the way Israel funds Unit 8200 alumni ventures.
And retire "jugaad" from policy vocabulary. Replace it with "precision engineering." Language shapes culture.
Innovation isn't inspiration.
It's funded, structured, and institutionally protected.

3. Incentivise MSMEs to train-and-hire: 18-month GST credit for every certified apprentice retained.
Germany built its Mittelstand on dual vocational training. India has the numbers. We need the system.
Skill India can't remain a campaign.
It has to become a credential the world respects.
