Even if a company uses the absolute maximum "new entrant" discount for a recent graduate, they still legally have to pay a minimum of £33,400. The vast majority of standard entry-level graduate roles outside of elite finance simply don't pay anywhere near that. Sponsoring a single worker will cost a employer over £14,000 in government fees. I don't know how many British businesses you think are spending that much to fill a generic starter role when there are capable domestic British graduates.
