L’Indice du Parlement Ouvert (OPI) – 2ᵉ Édition Publiée Le Parliamentary Network Africa a le plaisir d’annoncer la publication officielle de la 2ᵉ édition de l’Indice du Parlement Ouvert (OPI), marquée par la tenue réussie d’un webinaire des parties prenantes en Côte d’Ivoire, organisé en collaboration avec le Centre de Recherche et de Formation sur le Développement Intégré. Cette session a réuni des acteurs de la société civile afin d’examiner les principales conclusions de l’Indice, qui évalue 33 parlements africains selon trois piliers fondamentaux;la transparence, la participation citoyenne et la redevabilité publique. La Côte d’Ivoire a enregistré un score de 54,69 %, se classant 17ème sur 33 pays, soit légèrement au-dessus de la moyenne continentale de 54,07 %. Les résultats mettent en évidence de bonnes performances en matière de transparence et de participation. Toutefois, des lacunes persistantes subsistent en matière de redevabilité, notamment en ce qui concerne la transparence des votes et l’ouverture des données financières. À l’échelle continentale, l’Indice révèle des progrès graduels vers une plus grande ouverture parlementaire, avec des pays leaders tels que l'Afrique du Sud, le Ghana, le Kenya, la Zambie et la Sierra Leone. Néanmoins, des défis systémiques persistent, particulièrement en matière d’accès public aux registres de vote, de transparence budgétaire et de mécanismes inclusifs de participation citoyenne. Le webinaire en Côte d’Ivoire a permis de dégager un consensus clair : malgré les progrès observés, des réformes plus profondes et soutenues restent nécessaires. Le renforcement de la collaboration entre le Parlement, la société civile et les partenaires au développement sera déterminant pour faire avancer les réformes en matière de gouvernance ouverte. Open Parliament Index (OPI) 2nd Edition Launched: Côte d’Ivoire Findings Highlight Progress and Gaps in Parliamentary Openness Parliamentary Network Africa is pleased to announce the official release of the 2nd Edition of the Open Parliament Index (OPI), marked by a successful stakeholder webinar in Côte d’Ivoire, hosted in collaboration with Centre de Recherche et de Formation sur le Développement Intégré. The session brought together civil society actors to review key findings from the Index, which evaluates 33 African parliaments across three core pillars namely; Transparency, Citizen Participation and Public Accountability. Côte d’Ivoire recorded a score of 54.69%, ranking 17th out of 33 countries, slightly above the continental average of 54.07%. The results highlight a strong performance in transparency and participation. However, persistent gaps in accountability, particularly in voting transparency and financial openness. At the continental level, the Index reflects gradual progress in parliamentary openness, with leading performers including South Africa, Ghana, Kenya, Zambia, and Sierra Leone. However, systemic challenges remain especially in; Public access to voting records, Budget transparency and Inclusive citizen engagement mechanisms. The Côte d’Ivoire webinar reinforced a shared consensus that, while progress is evident, deeper and more sustained reforms are essential. Strengthening collaboration between Parliament, civil society, and development partners will be critical to advancing open governance.
