.@PeteButtigieg is right on 13 justices & need 18-year term limits.
Republicans took the Court to 10 under Lincoln, cut it under Johnson, & expanded it to 9 under Grant. FDR's plan ended the Lochner Court. Our generation must reform the modern Dred Scott Court.
